Appellate court rules against voter ID requirement in Huntington Beach races

Any attempt by Huntington Beach to institute voter identification measures violates state elections law, an appellate court ruled Monday.

Huntington Beach voters passed the Measure A charter amendment in a March 2024 special election that gave Surf City leaders the authority to institute voter ID for municipal elections in 2026. But the state 4th District Court of Appeal ruled Monday that cities do not have the authority to define voting parameters.
Huntington Beach resident Mark Bixby filed a lawsuit against the city over the voter ID requirement, as did state Atty. Gen. Rob Bonta and Secretary of State Shirley Weber.
They appealed when Orange County Superior Court Judge Nico Dourbetas sided with Huntington Beach, ruling this year that voter ID did not compromise the integrity of a local election.
