Tusla 'could not have anticipated' tragic Kyran's fate
Irish Daily Star
|December 04, 2025
TUSLA could not have anticipated the tragic case of Kyran Durnin, a review has found.
Kyran was reported missing from his Louth home in August last year, after the last confirmed sighting of him was two years before when he was six.
A murder probe was launched but no trace of Kyran has been found.
Now, a review into Tusla’s involvement in Kyran's case will not be published.
Yesterday, Children's Minister Norma Foley said it was her intention that this review by The National Review Panel would be published.
However, she said the Attorney General's office determined it wouldn't be possible to publish it, as it could prejudice any potential prosecutions.
National Review Panel chief Dr Helen Buckley said: “While the review identifies practice and policy weaknesses, it does not infer a direct or causal link between them and the outcome for Kyran.”
The review panel recommendations include a new policy for tracking student movement between primary schools.
It noted principals should be provided with “greater clarity" on the appropriate action to take if a child doesn't return to school.
