IF you look at the crime statistics for Dublin and other Irish cities, they'll tell you our streets are no more dangerous than most others in Europe. But that's not the full picture.

What we have in some parts of Dublin, and in Cork and Limerick and elsewhere to a lesser extent, is large numbers of clearly troubled, addicted or mentally ill people just abandoned.

That's the difference. There are street people in other cities in Europe.
