FINANCE Minister Paschal Donohoe insists his Government must rein in on its spending.

It's the clearest indication yet that next month's Budget won't be a giveaway like last year.

That came just before a General Election, so it was no surprise that the Government then saw it as a way of buying a few votes.

However, that looks like it will mean financial pain for many sectors of society this year.
