Higher education minister of Kerala, R. Bindu, on Wednesday said that colleges and universities in the state have been advised not to observe ‘Partition Horrors Day’ on Thursday (August 14), an instruction that directly contravenes a circular issued by chancellor Rajendra Arlekar. The issue is expected to become another flashpoint in the deteriorating State-Raj Bhavan relations.
