Directs immediate removal of petitioner’s name from Surveillance Register
The High Court of J&K and Ladakh has ruled that a person could not be declared a “habitual offender” merely on the basis of suspicion or unsubstantiated belief, saying that such satisfaction must rest on objective and verifiable material.
