Closing park for kids' joy is so snobby

Reading in the Daily Star Boffins are looking at using electric to defrost car windows, I always thought cars had electric elements especially in rear windows to defrost in the winter, so a quick Google and I got my answer "cars have used and continue to use electric elements to defrost windows, though the application differs between the front and rear windows" so why do boffins have to invent them and which idiots are paying them.
