US spy's welfare put before kill crash arrest, says report
POLICE failed Harry Dunn by worrying more about the welfare of the US spy who killed him in a crash than arresting her, a review said.
Anne Sacoolas was able to leave Britain under diplomatic immunity 19 days after she drove into the 19-year-old biker on the wrong side of the road near an American airbase in Northamptonshire.
The review found she was not held at the scene because police believed the "necessity test" - measures to justify an arrest - were not met.
