THE Chancellor owes 10 million older people in the UK immediate clarity over whether they will be getting their winter fuel payment restored this winter.

In her spending review statement, Rachel Reeves must put to bed all the speculation about what the U-turn actually means, ignore complex tax clawback systems and say she will reinstate the benefit.

We trust the Government has learned a very hard lesson from this policy fiasco - that the only cost-effective way to get a benefit like this to everyone who needs it is through a universal automatic payment to all pensioners.
