PAEDOPHILES are not being arrested despite viewing child abuse images online, a scathing review has revealed.
Critics say the findings show systemic failures which “put children at risk”. Officers in some forces are asking perverts to agree to voluntary interviews.
But this means suspects are not subject to bail conditions, leaving them “able to offend further”. Others are arresting paedophiles, but not placing bail conditions on them.
