Deputy CM Launches Bhu Bharati Survey and Revenue Conferences

Deputy Chief Minister Mallu Bhatti Vikramarka stated that the Bhū Bhārati Revenue Act, introduced by the Peoples Government, stands as a model for the entire nation and aims to serve as a valuable resource for the poor.On Tuesday, the Deputy CM formally launched the Bhū Bhārati survey and statewide revenue conference initiative in Mulugu madugu village of Errupalem Mandal, in the presence of Agriculture Minister Tummala Nageswara Rao, Revenue and Housing Minister Ponguleti Srinivasa Reddy, CCLA Naveen Mittal, Survey & Settlement Commissioner Dr. Jyothi Buddha Prakash, and Khammam District Collector Muzammil Khan.

Deputy CM Bhatti Vikramarka's Address: He emphasized that administration in 413 villages has continued for decades without official maps, causing immense hardship for the people. The Bhū Bhārati Act was designed to resolve these long-standing land disputes by conducting thorough surveys and establishing clear boundaries. Mulugu madugu was selected as a pilot project for this purpose.He noted that landmark legislations like Bhū Bhārati are rare in the country’s history. Following independence, the 1950 Telangana Tenancy Act, the 1971 ROR Act, and 1973 land reforms brought significant benefits to farmers, especially landless poor who received surplus land allocations. However, the Dharani portal introduced in 2020 led to numerous complications, such as issuing passbooks without valid land rights and altering ownership details unjustly. The previous government left no scope for rectifications within the revenue system. The Deputy CM assured that Bhū Bhārati was formulated by incorporating public feedback and is designed to restore transparency and justice. Revenue conferences will now be held annually in every village, where land transaction records will be manually updated and displayed in Panchayat offices.He added that approximately 26 lakh acres of land were assigned to the poor in the past. But under Dharani, these lands were wrongly categorized in Part B, leading to hardships. Under the Bhū Bhārati Act, rightful beneficiaries will now receive pattas (title deeds).Further, assignment committees will be formed at the Assembly constituency level to distribute surplus lands and house plots, reinitiating the land distribution process.
