The site's industrial roots trace back to the Fleetwood Salt Company, founded in 1890, which processed rock salt.

The former ICI plant in Thornton
The site was later taken over by the United Alkali Company. In 1926, the industrial giant Imperial Chemical Industries (ICI) was formed and eventually acquired the site.
From 1941, ICI established the site as a significant chemical manufacturing plant.
It became a hub for chlorine production and was a major British manufacturer for decades.
ICI Hillhouse was a self-contained site with its own power station, which was built in 1953.
