Libya's Oil Revival: Opportunity or Overreach?

Libya is back in the oil and gas spotlight with billion-dollar projects and its first exploration licensing round in nearly two decades. But behind the optimism lies a fragile political reality that could once again upend progress.
Last week, Libya's Prime Minister Abdul Hamid Dbeibeh met with Eni CEO Claudio Descalzi in Tripoli to review three major gas projects: Sabratha Compression, Bouri Gas Utilization, and Bahr Essalam Structures A&E. Eni, operating in Libya since 1959, is the country's top international gas producer, with average equity output of 176,000 barrels of oil equivalent per day in 2024.
The Sabratha project, slated for completion by year-end, aims to stabilize Bahr Essalam output. The Bouri Gas project is due online in 2026, while drilling on Structures A&E began in April. These projects, run through Eni's joint venture with Libya's National Oil Corporation (NOC), are designed to boost production, reduce carbon emissions, and develop local expertise.
