The province must move faster on changes to the kindergarten curriculum so another crop of young learners doesn’t fall behind in reading, says a new report from the Ontario Human Rights Commission.
The OHRC examined the province’s progress over the two years since first issuing its groundbreaking Right to Read report that criticized the existing literacy model — saying schools were failing to teach kids to read, which violates their human rights. It urged the government to move away from balanced literacy and instead adopt research-backed, structured literacy methods like phonics to help children, especially those with dyslexia or special needs.
