THE Karnataka Legislative Assembly on Thursday passed The Karnataka Hate Speech and Hate Crime (Prevention)
Bill amid loud protests by the opposition, with the government moving an amendment to dilute the punishment for repeat offences.Piloting the Bill, Home Minister G Parameshwara said the legislation was necessitated by a SC direction that attempts to spread communal hatred and indulge in hate speech must be dealt with firmly. He said the proposed law would bring substantial changes and help curb the dissemination, publication and promotion of hate speech and hate crimes in the state.
However, the minister moved an amendment to the punishment clause, reducing the maximum sentence for subsequent or repetitive offences from 10 years to seven years, with a minimum of two years' imprisonment.
