ARBITRARY actions by China are "most unhelpful" towards efforts by both countries to build mutual trust and normalise bilateral ties, the Ministry of External Affairs (MEA) said on Wednesday.
It was referring to the detention of an Indian national hailing from Arunachal Pradesh at the Shanghai airport after Chinese authorities declared her passport invalid.
