FORMER top bureaucrat turned union minister in the first Modi government KJ Alphons aka Alphons Kannanthanam has revealed in his latest book "The Winning Formula 52 Ways to Change Your Life" that it was he and Education Minister PJ Joseph in the EK Nayanar government in 2000 had surreptitiously brought private professional colleges to Kerala.
He also said that as secretary of the Higher Education Department had defied the government completely and out of the way gave No Objection Certificate (NOC) to 33 engineering colleges in the private sector and obtained the signature of the minister without the knowledge of the cabinet.
