Incentive scheme for critical minerals launched
The Morning Standard
|October 05, 2025
THE ₹1,500-crore National Critical Minerals Mission scheme would provide incentives in two forms — capital expenditure (Capex) subsidies and operational expenditure (Opex) support.
The Ministry of Mines on Saturday issued detailed guidelines for the scheme to recover minerals from waste such as e-waste, spent lithium-ion batteries, permanent magnets, catalytic converters, and alloy scraps.
Capex subsidies will range from 14% to 20% depending on how quickly projects begin production after environmental clearance. Opex incentives will be linked to incremental sales, with 40% released in the second year and 60% in the fifth year.

Peanuts, Priorities, and the Flow of Time
Not long ago, I had a conversation with a CEO who, somewhere between checking his phone and adjusting his tie, declared: “I just don’t have time to pursue what I really want.” It was a very solemn moment. Almost moving. Had it not been for the fact that, during our 20-minute chat, he checked his phone 17 times. That's once every 45 seconds—20 if you subtract the part where he closed his eyes and said “Mmm” to pretend he was listening
