Problem with inspections

WE wish to highlight a serious problem with the new system of schools inspections, a problem not noted anywhere else.

So far, very strong links have been recorded between ratings of different areas - for example, 80% of the grades given for achievement were identical to the grades given for curriculum and teaching.

A strong single factor lies behind all these ratings so inspectors are not evaluating different areas, as they claim.
