Sotto: Senate won't allow lump-sum unprogrammed funds in 2026 budget

The Senate will not allow billions of pesos in lump-sum allocations under the unprogrammed appropriations in the House-approved version of the proposed 2026 national budget, Senate President Vicente Sotto III said on Sunday.

Sotto said Speaker Faustino Dy III had told him that only P80 billion in unprogrammed funds remained under the House-approved budget. However, Senate budget reviewers found reports indicating that the amount could still reach over P200 billion.
“Pinag-aaralan namin ano yung totoong nasasabi kasi sinasabi kasi sa report sa House may P200 billion plus daw ang nasa unprogrammed pa rin ang inaprubahan. Nung kausap ko si Speaker, ang sinasabi niya P80 billion lang ‘yun e. P40 billion lang ang ititira para sa foreign assisted,” Sotto told dzBB.
He said he would clarify the matter with Dy today (Monday, Oct. 20), but maintained that the Senate would not allow such unprogrammed lump-sum allocations.
