Senate Minority Leader Vicente Sotto III has re-filed a measure seeking to implement the constitutional right to information, calling the Freedom of Information (FOI) Law “long overdue.”

The proposed “People’s Freedom of Information Act of 2025” seeks to guarantee public access to information on matters of public concern while upholding the constitutional policy of full disclosure of government transactions involving public interest.
Sensitive personal details—such as race, ethnicity, origin, health records, education, and tax returns—would remain classified.
