Over a month before officially assuming office, Governor-elect Pamela “Pam” Baricuatro took her oath on Thursday, May 22, 2025, marking the beginning of a new chapter in Cebu’s provincial leadership following her stunning victory over long-serving incumbent Gwendolyn “Gwen” Garcia.

Pam Baricuatro takes oath, promises accessible and practical governance

In a simple ceremony at the City Sports Club, Baricuatro was sworn in by Judge Anna Marie Militante of the Regional Trial Court in Lapu-Lapu City, who was Baricuatro’s classmate in high school and is also a good friend.

The event, attended by close family, her team, and a few supporters, was intentionally kept small, with a larger People's Inaugural scheduled for July 1 at the Provincial Capitol.

“I just wanna get over the oath-taking part because I want my team to focus on the transition,” said Baricuatro, who emphasized efficiency over fanfare in her initial public address.

Joining her at the ceremony was Cebu City Mayor-elect Nestor Archival.

"Having Mayor Nestor Archival here symbolizes harmonious collaboration between the Province of Cebu and Cebu City," Baricuatro said.

Former Tourism Secretary Ace Durano, who now serves as her special adviser for economic and political affairs, was also in attendance.

A political newcomer, Baricuatro credited her campaign's grassroots support and volunteer network, promising to foster a leadership style centered on accessibility, transparency, and practical governance.
