More than P12.58 million worth of unimplemented disaster risk reduction projects in the Municipality of Pinamungahan has been flagged by the Commission on Audit (COA) in its annual audit report for 2024, alongside the hiring of consultants that were deemed “irregular or unnecessary.”

- Mitchelle L. Palaubsanon /IHM

In its annual audit report, COA found several inconsistencies in Pinamungahan’s expenditures for 2024.

Among those found was that out of 54 Projects, Programs, and Activities (PPAs) funded under the 70 percent Local Disaster Risk Reduction and Management Fund (LDRRMF) Mitigation Fund, 29 projects totaling P12,582,553.42 were not implemented within 2024.

Accordingly, these projects included drainage canals, slope protection works, water system rehabilitation, and the purchase of disaster response equipment. The audit noted that the low implementation rate undermined the fund’s purpose of strengthening disaster preparedness and mitigation.
