Governor creates Cebu Transport Plan Council

The creation of the CTPC aligns Cebu with the National Transport Policy (NTP) of the National Economic and Development Authority (NEDA), which is now reorganized and renamed as the Department of Economy, Planning and Development (DepDev).

The NTP concept envisions a unified, affordable, and climate-resilient transport sector nationwide.
Under Baricuatro’s EO 43, the CTPC will implement and monitor Cebu’s LPTRP (Local Public Transport Route Plan), and ensure its alignment with the Regional Development Plan and with the DILG-DOTr Joint Memorandum Circular No. 1, Series of 2017.
The EO reads: "Whereas, there is a need to harmonize the Cebu Provincial LPTRP with the National Transport Policy, the Regional Development Plan, and the mandates of JMC No. 1, s. 2017 to ensure sustainability, enforceability, and accountability."
The governor, or her authorized representative, will chair the CTPC, with the Provincial Planning and Development Coordinator acting as vice-chair. The body will include top provincial officials, transport regulators, local league presidents, business groups, cooperatives, and commuter advocates.
