Assessing the situation, Archival pointed out that one of the major contributors to the flooding was the city's project on the disputed Toong-Pardo Road Opening. He stated that he personally inspected the area and issued instructions to monitor and anticipate its impact on flooding.

According to Archival, the Cebu City government has spent at least P150 million on the project, which has since been surrounded by questions and concerns, especially regarding its endpoint.

“I don’t understand nga gihimo nato ang dalan, dili mao ang pagkahimo, gi correct nasad nato with another contract,” said Archival.

In response, he said one of the proposed solutions is to create a water catchment to contain rainfall from the area before it cascades down into the city proper.

In an interview on Thursday, Councilor David Tumulak, Chairman of the Committee on Disaster of the City Council, said that about 28 barangays were heavily affected by the flooding, based on the reports they received. He noted that both the North and South Districts of the city’s urban areas were severely impacted.

“Kay kato, dili to sya ordinary nga uwan... dili lag kay Cebu City ang affected ato apil na ang Mandaue ug Talisay, so maningkamot gyud ang Cebu City Government nga ma-address ang mga concerns,” Tumulak told reporters.

DAMAGED HOMES, DISPLACED FAMILIES

Last Wednesday's flooding in Cebu City affected mostly lowland and coastal barangays, with Sitio All Season 3 in Barangay Cogon-Pardo bearing the brunt of the impact. A final report shared Thursday by ity Tumulak confirmed 54 homes damaged, displacing 62 families and impacting 263 individuals.

The Department of Social Welfare and Services (DSWS) conducted a rapid assessment, followed by interviews and emergency food aid distribution. Affected families were temporarily sheltered pending clearance to return home.
