Tamil Nadu has amended its Minor Mineral Concession Rules to mandate a refundable security deposit from permission-holders seeking to remove sand and other notified minerals from lands and water bodies controlled by government departments, marking a significant regulatory shift aimed at strengthening oversight and compliance in mineral extraction.

Under the revised provisions of the Tamil Nadu Minor Mineral Concession Rules, 1959, applicants must now furnish a refundable security deposit equivalent to twice the concession fee calculated for the quantity of mineral proposed for removal.
