CHARGES TAKE A TOLL ON DRIVERS

MOTORISTS are fast approaching a juncture where the cost of driving could force them off the road.

Soaring insurance premiums, pricey breakdown cover, hefty fuel prices and the rocketing cost of parts all contribute to an empty tank when it comes to funds and that's before they even pull off the drive.

But if that wasn't enough, indicators now point to a growing ambition by government agencies to charge drivers to travel on certain routes, under the guise of paying for the cost of construction, upkeep or easing congestion.

At the end of last month, the Lower Thames Crossing, linking Essex and Kent, was approved with tolls expected to recoup some of the £8.95billion it is estimated the project will cost.

And tomorrow Britain's newest toll road opens in the form of east London's Silvertown Tunnel.

In return for a new road that crosses the River Thames, drivers of cars and small vans will have to pay a £4 peak-time toll. And the same fee will now be charged for using the nearby Blackwall Tunnel at peak times, which previously provided free passage throughout its 128-year history.

Transport for London says taking cash from drivers is necessary to "help manage traffic levels", repay the cost of the scheme and ensure the maintenance and operation of both tunnels.

There will be some concessions and exemptions, including a 50% discount for drivers on low-income benefits who live in 12 neighbouring or eligible boroughs.

Small businesses, sole traders and charities registered in Greenwich, Newham or Tower Hamlets can also apply for a £1 discount on the

£1.50 off-peak charge, for a maximum of three vehicles. But everyone else pays the full whack.

There are 20 toll roads dotted across Britain. The most expensive is the M6 toll road, north of Birmingham, which can set drivers back as much as £9.90.
