NCAP to be implemented anew; MMDA assures transparency, right to contest

The implementation of the no-contact apprehension policy (NCAP) returns to major thoroughfares in Metro Manila, particularly on EDSA and C5 Road, on Monday, May 26.
According to Metropolitan Manila Development Authority (MMDA) Chairman Don Artes, the NCAP will be implemented on the following roads: Recto Ave. and Mendoza Blvd in Manila, and Quirino, Araneta, C.P. Garcia, Katipunan, and Tandang Sora Avenues, Roxas Boulevard, Taft Avenue, South Superhighway and Shaw Boulevard.
It will also be implemented on Ortigas Avenue, Magsaysay Boulevard, Aurora Boulevard, Quezon Avenue, Commonwealth Avenue, A. Bonifacio, Rizal Avenue, Delpan, Marcos Highway and MacArthur Highway.
This as the MMDA, which will be the main implementing agency of NCAP, assuaged motorists' concern by ensuring system's transparency as all violations will be reviewed by MMDA personal before any notice of violation is sent.
Artes said the review would be necessary since the artificial intelligence (AI) that tags the traffic violation could be too rigid and strict, and could fail to consider some factors that may justify a reconsideration.
