The new draft University Grants Commission (UGC) regulations on faculty recruitment and promotions in higher education institutions provide "greater clarity" about the role of the chancellor in selecting the vice-chancellor, UGC chairperson M Jagadesh Kumar said on Wednesday, as he denied allegations of the recently released draft norms granting governors broader control over vice-chancellor appointments.
