MHA ASKED STATES AND UTS TO INSTRUCT LOCAL AUTHORITIES TO TAKE MEASURES NECESSARY FOR THE PROTECTION OF PEOPLE AND PROPERTY

The ministry of home affairs (MHA) on Friday called upon all states and Union territories to bolster their civil defence mechanisms by urgently implementing precautionary measures under the Civil Defence Rules, 1968, in light of the increasing threat perception of hostile attacks from Pakistan.

NEW DELHI:

Highlighting Section 11 of the 1968 Civil Defence Rules, which empowers state governments to invoke emergency powers by initiating protective measures for safeguarding life, property, and essential services, the MHA asked states and UTs to instruct local authorities to take measures necessary for the protection of people and property and ensure safety of vital services in the event of a hostile attack.

The ministry further underlined that the provision under Section 11, of the 1968 rules formed for the corresponding Civil Defence Act, authorises the use of local authority funds for such emergency measures, giving them precedence over other financial obligations.
