Damning report slams jail bosses after decades of inaction on human rights

SCOTTISH ministers have been slammed after a report found prisoners' lives have been put at risk by decades of "inaction".

Key recommendations to improve conditions in jails - agreed on more than three decades ago have still not been implemented, according to a paper by the The Scottish Human Rights Commission (SHRC) and the UK National Preventive Mechanism (NPM).

It covers the use of solitary confinement and segregation for prisoners, with repeated failures to meet the minimum requirement of two hours of human contact a day.

It also highlights mental health concerns in jails and the links to deaths in custody.
