IT SEEMS that Blaenau County Council had the binspirational idea to rummage through the black bags of 32,000 residents over the past eight years.
Rumours abound of an army of snoopers led by a General Waste allegedly swooping on towns such as Ebbw Vale, Tredegar and Brynmawr, seizing the black bags to try to detect discarded items that could be recycled.
Fears are that private armies of “baggies”, as they are called, could be hired to rifle the bins of other counties and arrest, prosecute and fine offenders.
Yet the efforts of the Blaenau baggies were seen by many as laudable but going to waste since they failed to get in to the top four in the premier refuse league.
