Washington threatens to cut intel, weapons to press Kyiv into peace deal
US President Donald Trump’s 28-point proposal to end the war in Ukraine — a draft that would require Kyiv to formally cede land to Russia, cap the size of its military and forgo Nato membership — has become the centerpiece of intensified US pressure on Ukraine to agree to a framework deal within days.
The document, drawn up by US Secretary of State Marco Rubio and US special envoy Steve Witkoff after weeks of back-channel talks, reflects several longstanding Russian positions, including recognition of Moscow’s control of Crimea and the full Donbas region, and a ceiling of 600,000 troops for Ukraine’s armed forces.
