The true concept of strategic management is another of Ansoff's major contributions to the way we approach strategy (Ansoff, Declerk and Hayes, 1976). The important emphasis is that it is about managing the strategy. This means placing as much emphasis on implementation as on formulation, and an equal concern with the "soft" behavioral issues as with the "hard" analytical matters. Strategic management embraces a greater concern for the whole process of strategic change. Implementation is not the bone tossed to line managers to worry over after the plans are formulated. It is an integral concern when strategies are formulated, and of the whole way in which the organization is managed".
