Apple has filed an appeal against a €500 million ($586 million) fine imposed by the European Union, calling the penalty "unprecedented” and the mandated changes to its App Store "unlawful."

The European Commission issued the fine for violating the Digital Markets Act (DMA), claiming Apple's anti-steering policies blocked developers from directing users to cheaper payment options outside the App Store. The company argues the fine exceeds legal bounds and harms both developers and consumers, lodging its case with the EU's General Court, Europe's second-highest court.

The dispute centers on Apple's control over its App Store, which the EU says stifles competition by restricting how developers can inform users about alternative marketplaces or payment methods. Apple made changes in June to comply, allowing third-party app stores and external payment links, but insists the Commission's demands create confusing business terms.

The appeal, filed just before the deadline, signals a high-stakes battle over how tech giants operate in Europe's $1 trillion digital economy.

imageThis isn't Apple's first EU clash. Previous fines, including a €13 billion back-tax order to Ireland, show Brussels' aggressive stance. The outcome could reshape Apple's $295 billion ecosystem, forcing more openness while risking user security, as the company claims its curated model ensures safety.

THE DMA'S ANTI-STEERING CRUSADE

The DMA, effective since 2023, labels Apple's App Store a "gatekeeper" platform, requiring it to allow developers to steer users to external payment options without restrictions. The Commission found Apple's rules, which banned apps from linking to outside websites or promoting alternative subscriptions, anticompetitive, costing developers billions in fees. The €500 million fine, issued in April, was just 1.4% of the possible 10% of Apple's global turnover, a point regulators note could have been harsher.
