EVER since the US persuaded the UK government of Mrs Thatcher to let them turn a piece of real estate called “Greenham Common” into an unsinkable US Nuclear armed aircraft carrier - so the nasty USSR would first have to annihilate Britain before turning its WAR intention to Uncle Sam - the issue of actually controlling the spread of nuclear weapons has sat on the table of military and political people around the world.

Happily, it has stayed on the table gathering dust because the Nuclear Powers club finally got the MAD message and de-escalated the arms race with its 25 times overkill of the world's population. Back in the cold war days we all understood what MAD meant: Mutually Assured Destruction. Nuclear weapons - if ever used - would end the arguments of I am right and you are wrong and I am good and you are bad, and most definitely return this planet to little more than a lifeless ruined hulk.
