IN the high-stakes legal battle over the appointment of university vice chancellors (V-Cs) in Tamil Nadu, both the governor and the University Grants Commission (UGC) filed detailed submissions recently in the state government's special leave petition (SLP) being heard by the Supreme Court.
The state had approached the Supreme Court against the orders of a division bench of Madras High Court in May, which stayed the operationalisation of nine Bills that were granted "deemed assent" by the apex court in April. These Bills amended the Acts governing various universities to take away the powers to appoint vice-chancellors from governor and vest it with the state government.
