Discaya firms secured P395.8M projects in Liloan

As stipulated in the document from DPWH, the project carries a Contract ID No. 24H00016 and has a total contract price of P149,549,060.00. The works are to be completed within 330 calendar days, including allowances for weather disruptions.

The scope of work includes demolition, excavation, embankment, structural concrete, steel sheet piling, and reinforcement installation. Materials specified include more than 5,900 meters of structural steel sheet piles and nearly 42,000 kilograms of reinforcing steel.

The second contract covers the construction of a flood control structure along the Cotcot River (upstream), awarded on March 10, 2025, to the joint venture of MC Geometric Proportions, Inc. and Alpha & Omega General Contractor & Development Corp. with a project cost of P149.8 million.

Meanwhile, the third contract, amounting to P96.4 million, was awarded on December 26, 2024, to the joint venture of MC Geometric Proportions, Inc. and St. Matthew General Contractor & Development Corp. for the construction of a flood control structure along the Cotcot River (downstream).

As of press time, Fifth District Representative Duke Frasco, whose jurisdiction includes Liloan, has yet to issue a statement regarding the project award.

Discaya has become a central figure in recent controversies concerning government infrastructure deals.

Notably, she appeared before the Senate Blue Ribbon Committee on September 1, 2025, to address allegations surrounding her involvement in multiple contractor firms tied to DPWH projects.

In that Senate hearing, Discaya confirmed that she and her husband own or control nine construction firms, including Alpha & Omega, which have frequently bid—not infrequently against each other—for government contracts.
