Earlier, the DPWH Cebu 6th District Engineering Office confirmed that a section of the Butuanon River flood control structure in Barangay Pakna-an had collapsed following days of heavy rainfall.

District Engineer Gumer M. Castillo said a team was dispatched on August 25 to conduct inspection and implement remedial measures.
Initial assessment revealed that the collapse was caused by accumulated water pressure behind the PVC sheet piles, worsened by the lack of a water outlet. Continuous heavy rains further triggered excessive buildup, leading to structural instability and partial collapse.
