Vijay effect as court sets rules for rallies

The Madras High Court has directed the State to frame uniform guidelines for collecting monetary deposits from political parties and other organisations seeking permission to hold public meetings or events, so that any damage to public property caused by their cadres can be compensated.

Justice N. Sathish Kumar instructed the Additional Public Prosecutor E. Raj Thilak to submit a detailed report by 24 September outlining how such guidelines might work, stressing that they must apply without discrimination.
