Given the rapid rise of illegal constructions in Navi Mumbai, the state government cannot remain a passive spectator, while middle-class buyers bear the brunt of civic and developer failures, said the Bombay High Court.

In a sharp remark, it said, “This reflects a serious and systemic ‘ailure, indicative of a nexus between tainted officials and developers. The ultimate sufferers of such irregularities are middle-class home buyers. t is indeed a matter of grave concern.”
