So the government says that National Health Insurance will be introduced in two to three years. It is going to put aside R2.5 billion every year.

First, it must revamp all public hospitals to be in line with the private hospitals. The public hospitals, from the reports we hear, are on the downward slide, so rather use the R2.5 billion to improve their infrastructure.
