IT is now a given that Rachel Reeves will raise taxes in November's Budget.

The Chancellor has no good options - only the least worst. She is also under pressure from MPs to find ways to scrap the two-child benefit cap, lifting 350,000 children out of poverty.

Labour deputy leadership contender Lucy Powell says the answer is higher gambling taxes - first put forward by former PM Gordon Brown as a way to raise the £3.2billion needed.
