THOUSANDS of flashers and voyeurs are going unpunished, with just one in 10 cases ending in a charge.

Flashers 'go free to reoffend'

Fgures show there were more than 11,500 offences last year of men exposing themselves or trying to secretly film people, but this resulted in just 1,281 charges.

Of those who are caught, dozens escape with just a caution or even by simply writing a letter of apology to their victim.

The figures have sparked fears the criminal justice system is not tough enough on these criminals, whose offences can later progress to much more serious crimes.
