Residents attending the learner's test at the Plumstead testing centre on Thursday 5 February faced unexpected delays after the City of Cape Town's system went offline.

One of those affected, Chile Jansen (18), described the experience as "devastating".

He said he was dropped off by his mother and told that the system was down, then later informed it was working, only to be sent home again.

"I was told by staff to go upstairs at 07:26, but by 08:36 we were told things still weren't working," Jansen said. "It was stressful, and my grandmother had to rearrange her schedule to take me to school. It felt like no one had a plan."

Jansen attends school in Westlake, and said the delays affected not only his schedule but also his family's.
