The resounding victory of retired Police General “Egay” Aglipay in the 2025 Cagayan gubernatorial race is more than a political milestone—it is a defining moment for the province.

Known for his sterling service record and ironclad leadership as a former chief of the Philippine National Police (PNP), Aglipay now returns to the forefront of public service, this time armed with both the credibility of his past and a vision for Cagayan's future.

A graduate of the Philippine Military Academy (PMA) Class of 1971, Aglipay embodies the discipline, honor, and patriotism deeply instilled in every cadet. But his accomplishments extend far beyond his military education. He carved his name in the country's national history as a reformist police officer, a staunch advocate for accountability, and a leader who believes in servant governance.

Integrity and action

During his term as PNP Chief in 2004, albeit brief, Aglipay launched one of the most transformative initiatives in the organization—the CARE program, which stood for Courtesy, Action, Results, and Example. This program was not just a slogan but a call to arms for the rank-and-file to return to the core values of public service. His leadership was hands-on, pragmatic, and fearless. He dealt head-on with the issue of corruption in the police force, particularly the deeply rooted practice of “kotong,” or extortion.

Aglipay did not hesitate to implement unpopular but necessary reforms. He established disciplinary barracks, retraining erring police officers to redirect their careers toward honest service. This proactive, solution-oriented mindset sets him apart from traditional bureaucrats.

As he transitions to his new civilian role as governor, this tenacity and ethical leadership are exactly what Cagayan needs.
