AT A TECH conference in Oxford a few days ago, a row broke out over how to regulate AI. Dr Keegan McBride, from the Oxford Internet Institute, wanted AI models to be democratised so tech firms such as Google could never gain a stranglehold on the industry.

Carl Miller, research director at think tank Demos, warned how dangerous it could be in the wrong hands. Opening AI to the masses was a hippy fantasy, he said, and police enforcement on cybercrime was already under strain.

One the one hand, there are clear threats posed by advances in AI, ranging from online scams to national security dangers, and according to some, the very survival of humanity itself.
