Over the past two years, Karnataka has emerged as a leader in public health reform, undertaking a comprehensive transformation driven by visionary policies, technological innovation, and inclusive Governance. These initiatives reflect a deliberate shift towards equitable, accessible, and accountable healthcare for all, especially for vulnerable and underserved communities.

KARNATAKA'S HEALTHCARE TRANSFORMATION: Two Years of Progressive Reforms and Enduring Impact

This transformation extends beyond numerical achievements. It signifies a renewed social contract between the state and its citizens - anchored in dignity, accessibility and trust. The reforms are built on core principles of inclusivity, transparency, and technological empowerment leading to a more resilient, equitable, and humanfocused health system.

HEALTH IN EVERY HOUSEHOLD: GRUHA AROGYA SCHEME

With noncommunicable diseases (NCDs) accounting for a major share of premature mortality, Karnataka launched the Gruha Arogya Scheme to enable early detection and home-based care.

The programme, initially introduced in Kolar and now operational statewide, focuses on individuals aged 30 and above by offering doorstep screening, followup and free medication. Over 3.72 lakh beneficiaries from 1.23 lakh households have already been reached, supported by ASHA workers and health officials who serve as vital links between the system and the people.

Loss of vision, often preventable, has a serious impact on quality of life, particularly among the elderly and low-income groups.

Under the National Blindness Control Programme, Karnataka’s Asha Kirana initiative has screened 1.4 million individuals, facilitated over 1 lakh surgeries, and distributed 3.5 lakh spectacles free of cost. Recognized by WHO-SEARO as a Global model for Integrated People-Centred Eye Care, the programme reflects Karnataka’s innovation in community-based health solutions.

SAVING LIVES FROM HEART ATTACKS: STEMI CARE UNDER HRIDAYA JYOTHI

Heart attacks require rapid intervention, especially during the ‘Golden hour.’ Karnataka’s response was to create a decentralized, high-impact model.
