Ten Western countries, including the U.K., France, Canada, Australia, and Portugal, formally recognized a Palestinian state in the run-up to the Sept. 23 start of the U.N. General Assembly. The move was framed as both a rebuke of Israel's continued assault in Gaza and an attempt to salvage hopes for Palestinian self-determination.
