The Government of Indias notification to enforce key provisions of the four Labour Codes from 21 November 2025 marks a pivotal moment in the country's labour reform journey. These Codes-consolidating 29 central laws originally designed between the 1930s and 1950s-are a clear statement of intent to modernise India's workforce governance and align it with contemporary business realities, digital economic models, and global competitiveness goals.

The Gazette notifications specify which provisions across the Codes have now come into force, while others will be implemented in subsequent phases. This structured, sequenced rollout allows companies to assess, adapt, and redesign their HR systems, payroll frameworks, and compliance architectures without disruption. The government has also clarified that existing labour regulations and rules will remain active during the transition, ensuring continuity and preventing compliance vacuum.
